Gems officials hope 2-for-1 beer deal does not attracts ILCC agents.

Update:6/24/11

The two-for-one beer deal being offered at Wednesday night Quincy Gems home games is being discontinued after team officials were told by the Illinois Liquor Control Commission that it is not allowed under state law.

ARTICLE VI. GENERAL PROVISIONS


(235 ILCS 5/6‑28) (from Ch. 43, par. 144d)
Sec. 6‑28. Happy hours prohibited.
(a) All retail licensees shall maintain a schedule of the prices charged for all drinks of alcoholic liquor to be served and consumed on the licensed premises or in any room or part thereof. Whenever a hotel or multi‑use establishment which holds a valid retailer's license operates on its premises more than one establishment at which drinks of alcoholic liquor are sold at retail, the hotel or multi‑use establishment shall maintain at each such establishment a separate schedule of the prices charged for such drinks at that establishment.
(b) No retail licensee or employee or agent of such licensee shall:
(1) serve 2 or more drinks of alcoholic liquor at
one time to one person for consumption by that one person
, except conducting product sampling pursuant to Section 6‑31 or selling or delivering wine by the bottle or carafe;

(2) sell, offer to sell or serve to any person an
unlimited number of drinks of alcoholic liquor during any set period of time for a fixed price, except at private functions not open to the general public;

(3) sell, offer to sell or serve any drink of
alcoholic liquor to any person on any one date at a reduced price other than that charged other purchasers of drinks on that day where such reduced price is a promotion to encourage consumption of alcoholic liquor, except as authorized in paragraph (7) of subsection (c);

(4) increase the volume of alcoholic liquor
contained in a drink, or the size of a drink of alcoholic liquor, without increasing proportionately the price regularly charged for the drink on that day;

(5) encourage or permit, on the licensed premises,
any game or contest which involves drinking alcoholic liquor or the awarding of drinks of alcoholic liquor as prizes for such game or contest on the licensed premises; or

(6) advertise or promote in any way, whether on or
off the licensed premises, any of the practices prohibited under paragraphs (1) through (5).

(c) Nothing in subsection (b) shall be construed to prohibit a licensee from:
(1) offering free food or entertainment at any time;
(2) including drinks of alcoholic liquor as part of
a meal package;

(3) including drinks of alcoholic liquor as part of
a hotel package;

(4) negotiating drinks of alcoholic liquor as part
of a contract between a hotel or multi‑use establishment and another group for the holding of any function, meeting, convention or trade show;

(5) providing room service to persons renting rooms
at a hotel;

(6) selling pitchers (or the equivalent, including
but not limited to buckets), carafes, or bottles of alcoholic liquor which are customarily sold in such manner, or selling bottles of spirits, and delivered to 2 or more persons at one time; or

(7) increasing prices of drinks of alcoholic liquor
in lieu of, in whole or in part, a cover charge to offset the cost of special entertainment not regularly scheduled.

(d) A violation of this Act shall be grounds for suspension or revocation of the retailer's license as provided by this Act.

Just as I'm saying EVERY bar in IL is breaking the law if I purchase two beers at once. Looks pretty apparent to me that it's illegal to buy a round for your buddies, but only if people bitch about the law will big brother decide to enforce it.
Careful what you wish for. The next Catholic boozefest may limit one beer at a time!

What if the bartender doesn't know if one person buying a round of drinks is actually going to a group of people? If you walk into any bar, buy THREE beers, walk away, drink them to yourself, the bar has broken the law. Right?

Again, complaining about big brother one minute and then calling a business out for "breaking a law" is a bit hypocritical.

It not about kicking them while they're down or being hypocritical, It's about the law. I sent 2 friendly emails and got no response from the OLCC. It was kinda the "we know better than you" kind of non-response I have recieved in the past.

I fully support the gems and will gladly enjoy the 2 for 1 drinks. Just would to enjoy it all season and would have felt bad if they lost their liquor lic. cause they promoted 2 for 1 drinks rather than half priced beer. Petty as it is, it's the law.

Ever think the phrase "in the past" might mean "being a pain in the ass?" If someone is nagging me all the time they're probably going to be ignored too. Smoking in a bar? Really ? There are several bars in Quincy that allow smoking inside. Do I care? no. Would they lose their License over it? No.

If the "bar" was funded by taxpayer dollars and went to the press saying that their baseball "bar" program was running in the red and they needed a promotion to raise money that was prohibited by the states liquor laws ? I might.

AND...

Here a question back at ya...

Why do the Gems seek a permit to light fireworks during the forth of July ? Everyone else in the city is setting off fireworks and breaking the law ? Is it OK to just follow the laws you want ?

BTW
The previous emails prior to this were NOT about this but were for ideas for the OLCC to have an event to maybe RAISE some cash for the place. There was also a request for a quote on renting the place for a wedding. If thats how you run business, fine with me but don't cry when your going broke and can't find events.

I got no response from any emails I have sent.

I think the key word here is BALANCE. Name a time WTAD or QNO has shown BALANCE. You'll always hear what progress a Republican makes, but never the progress of a Democrat.

WTAD will interview an Ann Coulter, but never an Al Franken. QNO will always talk about Schilling's latest adventure, but is silent if Sullivan accomplishes something.
