John Felsman of the AC Highway Dept retiring and Dave Bockhold taking his place! Was this position advertised? OF COURSE NOT!

Just what was the position? Missionary?
In a couple of years Dick Klusemeyer will retire then Dave Bockhold can move up again... then his son can have his positon. Remember his wife took his place on the county board when his job with the flood clean up became available.

If you're saying you're outraged that the City of Quincy hires people convicted of computer fraud to head their IT Dept without a background check because they have the right connections, then YES WE ARE.
Yes, I think we are. Unfortunately it's not just the city. I'm not saying that Mr. Bockhold isn't qualified to hold this position, perhaps he is. It's just unfortunate that someone from the "outside" wouldn't even be considered.
Well, Bockhold *does* already work for the county, so in effect this is a promotion, not a new hire.
Granted of course that Dave B. has only worked for the county for less than a year.
But *technically* they've done nothing wrong.
Still, I'm reminded of St. Paul, who is so often paraphrased thusly: "Avoid even the appearance of impropriety."
