While the beer gardens would be allowed to remain open after 10 p.m., they would face closure for the rest of the day if two complaints for noise or other disturbances were made by neighbors.
City Planner Chuck Bevelheimer said he did not want to see police officers forced to carry decibel meters to measure noise. So part of the proposals that will go to the Quincy City Council for possible adoption as an ordinance that would give police officers discretion to order tavern owners to address complaints from neighbors.
So....if you don't want the neighborhood beer garden in operation, dial in a disturbance call shortly when you get home at 5pm and then another one about an hour and a half later and the QPD will come shut down the garden.Maybe there's more details to this but it seams pretty lame.........

I think in fact what they need to do is set a decibel level in the ordinance then people would have the ability to defend themselves in a he said she said case. The place could monitor its noise level and keep things in check themselves. As it stands now they will be forced to follow a very subjective set of rules virtually impossible to adhere to, they are setting them up to fail.

Expect to see a lot of drink & food specials after Jan 1, that's one good aspect of the smoking ban, now the bar owners will have to get creative and come to us, instead of siting back and leting the addictions fuel business.

Seems like the old gambling ring is back in business at a certain local tavern, or maybe was never out out business, but soon will have a hiatus. Some people never learn. Anyone get screwed out of their retainers this time?
